Joint Simulation Exercise in Gusar

On 25July 2018, the Azerbaijan Red Crescent Society (AzRC) and the Ministry of Emergency Situations held a joint tactical-special training in form of a simulation exercise at the Vocational Lyceum in Gusar.

The event was organized in the framework of  “Building Safe and Resilient Communities” programme – with funding from the Austrian Development Cooperation and Austrian Red Cross – by the AzRC and according to activities specified in the Memorandum of Understanding signed between the Ministry of Emergency Situations and the Azerbaijan Red Crescent Society.

Before the practical training there was held a round table discussion with participation of the First Deputy Head of Gusar region executive authority, Mr. Shahid Faramazov, Ambassador Extraordinary and Plenipotentiary of Austria in Azerbaijan Mr. Axel Wech, Vice-President of the Azerbaijan Red Crescent Society, Mr. Gafar Askerzadeh, Executive Secretary of the Azerbaijan Red Crescent Society, Mr. Jeyhun Mirzayev, as well as representatives of the Ministry of Emergency Situations of the Republic of Azerbaijan, the United Nations Development Programme in Azerbaijan (UNDP) and UNICEF. They discussed the importance of the current practical training that would be jointly carried out in Gusar district.

The leadership and staff of Sumgayit AzRC Regional Center, members of Mobile Volunteer Team of Sumgayit AzRC city branch, the representatives of Gusar  district Executive Authority, the representatives of the Ministry of Internal Affairs and the Ministry of Health of the Republic of Azerbaijan with their adequate equipment were also involved in the exercise.

During the training was conducted an assessment of the imitated situation related with forest fires and an earthquake. People injured and affected during the imitated forest fires and the earthquake were evacuated by rescue teams to a safer places and then taken to hospitals in ambulances. The imitated sources of forest fires were liquidated by using the forces and equipment of the Ministry of Emergency Situations. The members of Mobile Volunteer Team provided first aid and psychological support to people who had a stress. It should be mentioned that during the practical training all activities were coordinated on a high level.

Those who actively participated at the practical training and distinguished from others for their courage were awarded with special diplomas and small memorable gifts.

In conclusion, we should mention here that the Azerbaijan Red Crescent Society has been successfully implementing “Building Safe and Resilient Communities” project with technical and financial support of the Austrian Development Cooperation and the Austrian Red Cross since 2012 in communities of Gusar and Ismayilli districts. The local executive authorities, village municipalities of these districts also support to the implementation of the project. It should mentioned that local communities are actively involved in the process of implementation of the project.
